Extract cygtdb-1.dll from .zip. We recommend that you extract cygtdb-1.dll to the installation directory of the program that is requesting cygtdb-1.dll.

Reboot your computer.

Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
Type regsvr32 cygtdb-1.dll and press Enter.
